This research aims to find out how much influence the training and mentoring of the Cilegon City Cooperatives and SMEs Department has on the quality of human resources for MSMEs in Cilegon City. The method used is a survey method and the type of research used in this research is quantitative. In this research, the population that will be taken is MSMEs in Cilegon City with a total of 1,761. In this research, researchers used a probability sampling technique which was taken at random. Determining the sample size in this study used the Slovin formula with an error rate of 10% of the population so the sample used in this study was 95 MSME actors. The results of this research show that the results of hypothesis testing for the t test (partial) So there is a significant influence between the Training variable (X1) on HR Quality (Y) which is partially accepted. And the result of the t test So there is a significant influence between the Mentoring variable (X2) on HR Quality (Y) which is partially accepted. The results of hypothesis testing for the F test obtained an Fcount value of 44,796 with an Ftable value of 3.10 so that the Fcount value was 44,796 > Ftable 3.10 and the significance level obtained was 0.000 <0.05. So H0 is rejected and Ha is accepted and it can be concluded that the training variables (X1) and assistance from the Cooperatives and UMKM Department (X2) together (simultaneously) have a significant effect on the quality of human resources for business actors in Cilegon City
