Abstract

As the digital era continues to develop, organizations are faced with the need to optimize the performance of their human resources in order to achieve business goals more efficiently and effectively. One increasingly important approach is the implementation of data-based performance management strategies. This research aims to investigate the effectiveness of using this strategy in increasing the efficiency and effectiveness of human resources in organizations in 2023. This research method uses a Systematic Literature Review (SLR). The result of this research is that data collection and analysis play a crucial role. Availability of relevant data, advanced technology, appropriate performance metrics, transparent feedback, and responsiveness to analysis findings are the main factors influencing the effectiveness of this strategy. However, organizations are also faced with challenges. Overcoming these challenges requires strong organizational commitment and a holistic approach in developing infrastructure, skills, policies and culture that supports the effective use of data. Organizational culture factors also play an important role in determining the success of databased performance management strategies. Organizations can create a supportive environment for technology adoption and data utilization, which will ultimately increase the efficiency, effectiveness and accountability of human resources in the digital era of 2023.
